Hi travel experts, just read on some travel mentioned that said that access to Qatar lounge in Singapore is allowed for those arriving from a Oneworld business/first class flight and connecting to another Oneworld flight (which may be in Economy or PE).
Is this true?
If it is, should the connecting flight be on the same booking or can be a separate one?
Yes that is in the rules of the Oneworld lounge access policy.

Lounge access will be determined on the international long haul ticketed
flight (either First of Business Class) regardless of the ticketed
class of travel on the international short haul or domestic flight.
Could just be that you'd need to actually fly on Qatar so that they let you in (or whatever other carrier you're using and their lounge is).
